Article One of the United States Constitution provides for a federal district, distinct
from the states, to serve as the permanent national capital. Carved out of Maryland
and Virginia in 1791, the District of Columbia is the result. The factors behind
it being chosen as the capital say a lot about the beliefs that created America:
it was hoped that the awful climate, unbearably hot in summer and freezing in winter,
would encourage legislators not to spend too much time governing.
The initial shape of the district was a square, ten miles on each side, which encompassed
the towns of Washington, Georgetown and Alexandria. In 1801 the entire area was
placed under the direct control of Congress and divided into two counties: from
that point onwards residents were effectively disenfranchised. Since then they have
protested their political impotence. In the 1830s, the southern county of Alexandria
went into economic decline, largely as a result of inaction by Congress; concurrently
rumours began to circulate that Congress was planning to end slavery in the district.
After widespread discontent and many petitions, in 1846 the territory south of the
Potomac River was returned to Virginia, which was welcomed because it gave the state
two additional pro-slavery delegates.
By 1870, the population had grown to 132,000 but the districts still lacked basic
roads and sanitation. The idea of moving the capital to a more pleasant place was
mooted: instead, a government for the territory was created. Alexander Shepherd
was put in charge of the new Board of Public Works. He spent $20 million modernising
the city, which also had the effect of bankrupting it. Following this disaster,
the Board was abolished in favour of direct rule. The population remained stable
until Franklin Roosevelt’s New Deal expanded the legislature, prompting a flurry
of immigrants from other states. In 1950, there were over 800,000 residents. Although
a law passed in 1961 gave them right to participate in presidential elections, with
three electoral votes, they still do not have voted-in representatives and the state
licence plate reads “Taxation Without Representation”.

tight: to tour the building foreign visitors have to apply to their embassies a

presidential monuments – to Washington, Jefferson, Lincoln and Roosevelt – line
the west side of the mall, along with memorials to the victims of the Korean, Vietnam
and Second World Wars. On the east side there are a number of museums, most of them
housed within the magnificent Smithsonian institute. At the official centre of the
city, the Hill is home to Congress, the Supreme Court and the Folger Shakespeare
Library. The buzz at the home of US democracy is undeniable. Further out, the Arlington
National Cemetery is the burial place of John F. Kennedy and his wife, along with
350,000 other Americans. Nearby, the suburb of Georgetown is leafy and quiet, the
place where most legislators choose to live. Dumberton Oaks is well wroth a visit:
an elegant colonial home with a magnificent music room and an awesome collection
of pre-Columbian stones and jewellery. All this bounty is not without its negative
side: the mostly African American population is among the poorest in the country
and the streets can be very dangerous at night.
