Rhode Island is so small that it begs the question, why is it a state? The tiny
Ocean State, just forty-eight miles long by thirty-seven miles wide, was founded
in 1636 by clergyman Roger Williams as a “lively experiment in religious freedom”,
after he was expelled from Massachusetts for his radical views. These included paying
Native Americans for their land, rather than taking it, and a total separation of
church from state. By 1652 the colony had abolished witchcraft trials, slavery,
imprisonment for debt and most capital punishment. Unsurprisingly, puritanical Bay
Staters referred to the colony as “Rogues Island”. This may also have been due to
the fact that the fortunes of the state were built on smuggling.
Despite initial good relations with the Wampanoag, Pequot, Narragansett and Nipmuck
tribes, some of whom stayed with the pilgrims and taught them many valuable skills
needed to survive in the area, peace did not last long. By 1670 trust between the
two groups had almost completely ebbed away: King Philip’s War, between 1673 and
1655, was a brutal confirmation of that. Six hundred colonists and over three thousand
Native Americans died and a number of natives were sold as slaves in Bermuda. The
leading tribes were virtually eliminated as organised bands, their members forced
west.
Rhode Island's rebellious, authority-defying nature was further demonstrated by
the burnings of the British revenue cutters Liberty and Gaspee prior to the Revolution.
In May 1776 it became the second state to declare independence from Great Britain;
after the Revolution had succeeded it was the last of the Thirteen Colonies to ratify
the new Constitution. Opposition to federal government was strong and state legislators
only joined the Union after Congress had threatened to tax them at foreign rates.
During the nineteenth century, the state industrialised rapidly. Large numbers of
workers moved to the cities: now landless, they lost their right to vote. The Dorr's
Rebellion of 1842 protested property requirements for voting and ultimately caused
the law to be rewritten. A supporter of the union, Rhode Island abolished segregation
in 1866. Thereafter, it retained its liberal stance on racial matters, although
a wave of immigration in the 1920s inspired a resurgence of the Ku Klux Klan in
rural areas.
Today, the Ocean State is a centre of jewellery manufacturing. This is highly apposite,
given that one of its two major cities, Newport, is known as the yachting capital
of the world. In the late nineteenth century, the nouveau riche industrialists built
their “cottages” – louche curlicued mansions – along the cliffs of the town, inspiring
the phrase “conspicuous consumption”. Since then, it has been a fashionable retreat
of the wealthy through good times and bad. Throughout the summer, a series of music
festivals held on the sloping beaches attract connoisseurs and daytrippers alike.
Providence, the state capital, has a certain cultural edge: it’s home to Ivy League
Brown University and the Rhode Island School of Design. At the top of Constitution
Hill, the white-marble Rhode Island State House boasts a huge self-supported dome,
is topped with an 11ft bronze statue called Independent Man. In between the two
cities, Narragansett Bay and its thirty islands enjoy nearly four hundred miles
of craggy coastline.
For such a small place, Rhode Island is remarkably feisty. It could be a Napoleon
complex, of course – but then why would the motto simply be “Hope”?
